Constitution

   Our mission as the Residence Halls Association at the University of California, Riverside is to aid in the development and maintenance of a strong, diverse, and academically successful residential community within the University of California, Riverside Residence Halls.  We believe that in order to accomplish this we must do the following:

  • Maximize opportunities for residents to become leaders and explore their unique leadership styles
  • Be a voice for residents needs and concerns on a local, regional and national level
  • Create and support initiatives that focus on diversity awareness, tolerance, and celebration
  • Develop effective educational and social programs
  • Encourage academic excellence through role modeling and the development of academic initiatives
  • Recognize residential leaders for their service to the residence hall community
  • Find and direct residents to appropriate resources and leadership opportunities in Housing Services, on-campus, and in the surrounding community
  • Find ways to increase communication and positive working relationships with residential life staff

 
 Article I- Name TOP

Section I 

The name of this organization shall be Residence Halls Association of the University of California, Riverside (UCR), hereinafter referred to as RHA. 

Article II-Membership TOP

Section I 

All residents living in UCR on-campus housing, as specified in the By-Laws (page 6), are members of RHA at UCR as a non-voting member. All UCR Residence Halls shall be represented within RHA. 

Section II 

Each hall in the UCR Residence Halls are entitled to one vote as determined by the hall senators. 

Section III 

Senators must reside on the hall they represent and may be members of any class, undergraduate or graduate student. Senators are to be elected by the members of the hall at the beginning of each academic year. Persons may serve as a Senator for successive quarters, with the approvals of their Vice President and RA. A re-election may take place upon decision by the Vice President and the RA, with the discretion of the residents on that particular hall. 
 
 

Section IV 

Those halls that do not elect senators or do not have any persons willing to act as RHA senators, shall be considered unrepresented. 
 

Section V 

All RHA meetings are open for all residents and staff to attend. 
 
 

Section VI 

All residents serving in RHA will commit themselves to the attendance of weekly meetings, with the exclusion of holidays and finals week. All senators will disclose their room number, telephone number, e-mail address, and mailbox number to RHA, to maximize communication.

Section VII

All residents and staff of UCR Housing are ex-officio members of RHA. 

Article III- Officers TOP

Section I 

  1. The Executive Cabinet shall be comprised of the President, NCC, Vice President of Finance, VP of Technology and Marketing, and building Vice Presidents.
  2. The Cabinet shall be comprised of the Executive Cabinet and the Board of Directors.
  3. The Board of Directors shall be comprised of three (3) Directors of Programming, three (3) Directors of Publicity and Finance, and three (3) Directors of Facilities.

Article IV- Meeting Procedures TOP

Section I 

During the course of the meeting, the Vice President is responsible for, in this sequence: 

    1. Calling the meeting to order:
    2. Approving minutes;
    3. Liaison reports
    4. Weekly updates
      • Going over Old Business
      • Introducing New Business
    5. Committee time
    6. Receiving Officer Reports
    7. Receiving Hall Reports
    8. Open Forum
    9. Adjourning meeting

 

Section II 

Any meeting procedure may be altered, when necessary, by the request of any RHA Senator. It should be approved by the Vice President or by the discretion of the Vice President him/herself. 
 

Section III 

RHA Council meetings will be held every week, except in the case of academic holidays and finals week. The particular place, date and time for these meetings will be determined by the council at the beginning of the academic school year and shall remain the same for the entire year. 

Section IV 

Robert’s Rules of Order will be adhered to during all meetings. 
 

Article V - Agenda TOP

Section I 

The President shall determine main agenda items upon discussion and approval by the Executive Cabinet. 

Section II 

Any RHA member can introduce additional agenda items at each meeting following Roberts Rules of Order. 

Article VI - Voting TOP

Section I 

Those Agenda items or businesses, which require the approval of RHA, shall be voted upon. 

Section II 

Voting shall not occur until it has been established by the facilitators that debate on that specific topic has been exhausted when a motion has been called. 

* Section III 

A quorum must be present at the meeting for any voting to take place. Action and Policy items require a fifty-percent plus one (50% + 1) quorum of eligible halls.  Elections will require a three-fifths (3/5) of eligible halls for quorum. 

* Section IV 

Voting shall be initiated by a motion. Votes shall be taken by a show of hands. Any item shall pass by a majority vote. 

Section V 

The National Residence Halls Honorary (NRHH) President shall serve as the liaison between the Highlander Chapter of NRHH and RHA. The NRHH President is an ex-officio member of the RHA Cabinet and is the Sergeant of Arms at elections.

Section VI 

Ex-officio members do not vote, although they may bring up topics to be voted upon and participate in discussion on any agenda item. 

Section VII 

The NRHH President shall have the right to vote only in the case of voting in the Executive Cabinet. 

Section VIII 

The President shall vote only in the event of a tie after senators, directors and Executive Cabinet have already voted at any RHA meeting. The Vice Presidents shall vote only in the event of a tie at their RHA Council meetings. 

Article VII - Duties TOP

Section I 

RHA shall serve as a forum for debate reflecting the concerns and needs of the residents. 
 

Section II 

RHA shall appoint committees representing current concerns. 

Section III 

RHA may initiate Residence Hall projects for the entertainment or benefit of the residents. 

Section IV 

RHA has the final approval over quarterly activity budget. RHA shall advise the Associate Director of Housing on the distribution of vending revenue. 

Section V 

RHA shall consider opinions or suggestions as presented by any resident, staff member, or liaison, attending an RHA meeting.  

Section VI 

RHA Senators must attend all RHA council and full council meetings and are expected to help with all aspects of programs at all RHA sponsored events. RHA Senators are also encouraged to attend all staff sponsored events. 

Section VII 

If any RHA voting Senator who has missed more than two RHA weekly meetings during an academic quarter the Building Vice President will recommend that a second Senator assume as the voting Senator. 

Article VIII- Amendments TOP

Section I 

Amendments to this constitution shall be presented by a written petition. 

Section II 

A vote upon the proposed amendment must occur by the first meeting following its introduction and shall be conducted by the voting procedures so stated in this constitution. 

Section III 

In the case of amendments, a two-thirds (2/3) majority approval is necessary for the proposed amendment to pass.
